Yes they do break it down by race. Approximately 1/30th of the total population of East Palo Alto living below the poverty line are Black--while nearly 1/6th of the total population are hispanic. (1000 black residents vs. 5000 hispanic residents--but that is also in line with the the demographics.) See previous charts citations.

Now we need to know when the revitalization took place to see if business investment changed the poverty levels in any significant manner.

As I read it there is Palo Alto and East Palo alto?
