Statistics lie very often. Now consider this. If I lived in E. PA because I was poor and couldn't afford a house elsewhere. Now that I work in say IKEA store in E. PA and have made some money, then why would I want to keep living in that city and not move to a condo complex in a neighboring town. So the data you are after may not be a true reflection. A better figure would be to look at the drop in crime rate, improvement in school grades, the building activity such as improvement in roads such as resurfacing etc. etc.
