Yes, I have no problem with the "improvement' factor that this has brought to E. Palo Alto. The second half of your argument though was that this has helped the 9000 officially poor people who lived there in 2009.

I contend, without data, we can't know this. We don't if they have gotten jobs due to the improved local econmy and moved on up, or been forced out of town due to gentrification or other factors. I am not saying you are wrong--just that there is an absence of facts about what has happened to the officially poor in E. Palo Alto, and if that is the case it is best not to make any assumptions about what the correct course is, on the part of government (if any), to improve their lives .
