I believe most public housing as we term "projects" arrived in the 60's and 70's about the same time aid for dependent children started to flow. There was some subsidized housing for middle and working class citizens in cities post WW II, but the "projects" and welfare checks for single mothers pretty much went hand in hand.

The housing projects were built starting in the 1930s and then right after WW II. Subsidized housing is what was developed in the 1960s, 1970s and 1980s because the housing projects were not working:
