It won't succeed if the kids have to go back and live in "projects" after school with a single non-working parent. That is why it is better to change the culture the child grows up in first--a culture that values education and work.

Yes, it will if you show them there are real alternatives for which they can work. Kids by their very nature are hopeful. If they have hope, they will stay in school instead of dropping out by the 10th grade. If they have people showing them alternatives..........like Michele Obama pushing anti obesity..........they will do the right thing:

The way to do that is to end welfare going forward so that someone in the family will have to have a job and transmit work values to the kids. At that point great schools will be of benefit. Before that culture change takes place it is just money wasted.

Starving people is never a good way to end anything...esp when there is not a viable alternative for them. You cut off welfare at this point you will have riots. Trust.
