True enough--home ownership was seen as a panacea cure for both what ailed the economy and for making citizens more upright by people on both sides of the aisle. What everyone forgot though on the way to making it easier to buy as home was that what helped the economy was the ability to keep making the mortgage payment, and what made the citizen upright was that he had enough of his own money invested in the real estate to make him care about it and the neighboring values as well.

Without those two factors the "ownership" became meaningless.
