Theoretically, I think this is the role Home Savings and Loan institutions were supposed to play in the economy, but then they got "scandalized" in the late 80's by those who played and fast and loose by the rules.

I do think there are some legislative proposals floating around that would require a bank to decide what kind of bank it is going to be--a boring less risky one vs. a go anywhere one. Don't know where that debate is if anywhere.
