That is an excellent chart that points out just how backward our system of taxation is.

But we are neck-deep in it, and you're right -- we're not going to be getting rid of it anytime soon.

When Bill Archer was chairman of Ways & Means, I thought it was the best opportunity for meaningful reform, since he supported, conceptually, replacing the income tax with a consumption based tax (NST). There is no more powerful driving force in taxation than W&M chairman, and even he couldn't get anyone's respect for the idea.
