Bentway, a while back there was a new water recycling plant that opened up in Orange County. This plant took water from sewage, purified it to drinkable standards, then pumped it back into the ground water. One of the plant workers even demonstrated the reliability of the system by directly drinking a glass of the purified water.

AFAIK, this system is more energy-efficient than desalination. You just have to convince a skeptical public that some of their tap water is recycled from sewage.
