They do data analysis coupled with risk taking to fulfill a vision. You seemed to be hung up on data e.g. E. Palo Alto (EPA). In the valley, I have seen folks who always think or try to think two steps ahead. For example, in the case of E. Palo Alto, when they hear from say someone like me who has been to the city and notice the quantum progress, a valley entrepreneur would take my word for it and instead of asking for data and spending precious time to analyze it, would instead move to identify other cities where the plans could be put into effect as was done for EPA. That is thinking the "immigrant way" something that your forebears did, something that you find immigrants to the valley do.
