You do realize that you and the things you propose are on the extreme fringe of the American political scene? That they have no chance of becoming a reality? How can it be extreme fringe if it's defined in the constitution as a second way to pass amendments? What has NO chance is the present Congress (Dem. or Rep) proposing term limits for themselves or a balanced budget amendment even though a very large majority (probably over 70%) of the American public including a good many Democrats support both. That dislocation between what the American public wants and what Congress does is the extreme here. So....bypass Congress all together. There is a reason why it's rated so low. usatoday.com reason.com
