I do know that. But you claimed they were constantly going there with colds. As far as I can tell, they often go there when they or their children have fairly important illnesses that need treatment- because they have nowhere else to go. That's a little different than what you said. So what do you want them to do? Not get any service at all? Just get sicker?

I'm surprised you can't understand what I'm saying.

Urgent care facilities and low cost clinics have been set up in many places as alternatives to ERs. They don't turn people away unless they can't treat the ailment. In which case they refer them to somewhere that can treat them.
