Pay a bounty for turning in fakers. That's my answer. I feel the same way about government contractors. Pay a bounty for exposing fraud and waste. You only have to pay out if someone finds something, and there's an incentive to do the right thing. People like to tell on other people- so take advantage of that. Look at you- you're telling on your relative for free. You ought to turn her in officially. I would if it were my relative.
