Where the rubber meets the road on that idea is: Where is the money going to come from to finance it? Taxes? Another part of the budget? (defense). It is an idea that has some merit, but who is going to spend money to lobby for it and fight for it? Who is going to spend their political capital to do push it thru the legislative process? Drug companies do test continually new and unknown plants for substances that may be useful in the war against disease. Possibly some Presidential Candidate could get behind this but he or she would have to be careful of the perception of "quackery".
