Maybe their announced 5% layoff had something to do w/ it. It looks like IBM for the first time in decades are announcing some "forced" layoffs and plant closures.

It looks like our stimulus is losing traction at least in the high tech space. IBM stated that it's more International that could impact CSCO more.
