Not the CEO but the CFO (which may be appropriate
considering their current state of finances) has
left to join Eltron.

Not to make it sound like a postmortem...

facts:

Companies like IOM and SYQT have been prospering,
which clearly means that there was a market for
a PNCL type product.

and also from the reports

they had a viable product in Apex and Vertex though
the common complain was that it was too expensive for
independent consumers (yes we have been spoiled by
sub-$1000 Pentium computers etc.)

also, there are frequent complaints about their quality
(something that always catches up with a company, no matter
how promising a product)

With todays computing and intensive data storage needs,
I feel PNCL can have a compelling story if they have
a well designed product that does it's job well.

Though I don't have particulars about APEX II, if done
right - it can pave the way for this company's turn-around.
