I dispute that Obama can take $1.5 billion from foreign aid and unilaterally decide he's going to use it to help veterans. I just asked my friend who is an economist and he verified that Obama can't do that.
This is not a matter of economics. You would have received just as qualified an opinion from a Starbucks barista.

Of course Obama can't unilaterally decide to divert aid money from Egypt toward benefits for disabled veterans. But I do believe that Obama has more influence and more power to change things than you are giving him credit for. It's not easy, but as a former manager used to tell me, "If it were easy, anyone could do it."

The whole point of this is to illustrate just how silly your "drop in the bucket" excuse is. Of course, making such excuses is as easy as being a libtard, which means anyone could do it.
