Shocking if this is true but I have my doubts. Notice the county in the DC beltway still down the most by a wide margin Prince George (College Park U Of Maryland) is majority black with a strong middle and upper middle class demographic with tons of high paying jobs in close proximity accessible via public transportation. Maybe some of it has to do with poor management of your own finances?
