I doubt PNG politicians would be reluctant to screw IOC around. PNG politicians want to see development, however, they also know IOC doesn't have the financial strength to do this themselves. Without a partner, it is IOC who is at (political) risk of having their licences cancelled. Big players know this and can be patient as there is no shortage of LNG projects world wide, and most won't be developed, at least in any time frame that might provide an interesting project NPV and investment upside.
