I think you overreact to this. Many companies did this. For example,
Sunw recently did a similar thing. The company simply wants to have the option to raise money. This does not necessarily mean that the company will ever use it.

if I'm reading the latest (filed) 10-K for RDRT at

edgar-online.com

correctly, then RDRT has ~46 mil. shares outstanding and 160 mil.
authorized.

Seems to be not uncommon to have more shares authorized than issued.
