Competent people recognize that there is always room for improvement. And they also you can't win an argument with people who buy ink by the barrel.

Of course Bush looked at the misery that was caused by the locals and thought, "Damn, if only we'd had some way of knowing." But no one expected people on Convention Center Blvd. You may remember, the busses that should have been used for evacuation were under water. You wouldn't have known about Convention Center Blvd., either, had someone not actually walked to the Royal Sonesta and talked a contract reporter into coming down there. Reporters, you see, were hiding out in the quiet comfort of the hotel when they weren't perched atop the I40 overpass.

The facts are that Blanco refused to allow federal troops into the situation and that was her call, not his. Nagin was literally hiding out -- first on the ninth floor of a local building (refused to appear at the emergency operations center) and then in Dallas.

The worst incompetence of the lot was probably in the state police who effectively blocked the only entry way into the city and wouldn't allow help in.
