The solution that you are suggesting is a utopia. Nobody, not even the US will be willing to voluntarily surrender their WMDs which includes nuclear weapons. In Syria, the goal is to send ground troops to capture the weapons under missile strike cover provided by the US. It is a very delicate mission and carries a lot of risk. Can you imagine an emboldened Syria threatening Israel with chemical weapons in a year from now?
