Yeah, and they'll vote on that if asked by the Commander in Chief.
They will not vote on Syria war unless asked. Why should they? Most think it is stupid.
Are you claiming that Obama will NOT act on Syria because Congress has not declared war? Are you crazy? Obama has already made up his mind.

The constitution says only the congress can declare war. Has to declare war.
But the president is the Commander in Chief. Congress has no ability to wage a war that the President doesn't want. The normal process is that the President asks Congress to declare war.

I just heard Kerry say if congress votes against bombing Obama will bomb anyway, so much for Obama and the constitution.
