Data won't resolve this one since it's clear what needs to be done. We need a huge national effort to improve the education provided to poor folk of all stripes.
We need to know where we are now on it. The basis for motivating/funding a study is to measure the success, or lack thereof, of children of the people on welfare. What are their chances for being self-sufficient? And if poor--why is this so?

IMHO, we can't just throw money willy nilly at the educational system and expect, automatically, successful results. There may be more at work here than just book learning and good grades. It may be that the welfare "culture' is holding back these children from success (I'm not saying it is--that is just a possibility) and until we get a way to change the culture the educational seeds offered won't sprout. In any event that's why we need to study it first. So we can target what appears to be the problem(s) and what might be effective cures.
