I don't trust the Heritage Foundation, because, like a lot of right-wing "think tanks", they start with an agenda and position and build a case to support it. Sometimes even commissioning studies to do so. That isn't science.

Left leaning think tanks do the same. What are we peons supposed to do? Take the proposals from each that seem closest to offering solutions? Hmmm--now there is something to think about.
