Definitely. But it's wrapped in classic Heritage ideological arguments--the reasons the poor are poor lies within their own behaviors. The abstract sketches a study designed to buttress that position. I could spend a bit of time taking it apart but it's a waste. We already know that they've done the classic thing--stipulated an outcome and structured the research to produce results that support it.

But don't overgeneralize this. As I recall Heritage is one of the right wing think tanks that had a record for doing decent research on occasion. That's certainly not the case in recent years.

I don't keep up with the several ones of these but I do recall that some of their work was read by serious policy makers and researchers. This one would not be.
