Here is an overview of the special needs federal mandate. It seems like it's the main driver, although states add their own embellishments.

Thanks. It's hard to tell just how reputable that law firm might be on this issue but their language is certainly clear. I'll raise questions about these regulations and funding the next time I have a moment with the people who run our special ed programs.
