Maybe when Obama makes his speech in front of Congress he'll tell them that Syria's use of chemical weapons was due to a You-Tube video?

Leaking the attack, then backing down makes the WH look indecisive and weak. If he does wait till Congress returns and asks for Congressional approval, I don't think he'll get it.
