Incorrect, Obama will do whatever congress says as long as it is what he wants to do. In this case, he is using congress to get out of the corner he painted himself into. He wanted to bomb syria, but like you said, he had it pointed out to him that it was a bad political move. If Obama decided that he didn't give a damn about the political ramifications, he'd damn the congressional vote and he would bomb syria.
