I do feel the culture from which the poor kids comes plays a role in this, but how so and how much I don't know and don't know if the experts know either--another reason for data..

I'm not arguing the "culture" doesn't play a role. What I'm arguing is that those who say it does, use that as an excuse to fail to address the problem. I'm arguing that the best way to make life better for poor children is to provide them as good an educational opportunity as the suburban school in my little Jersey town.

That's complicated to implement but a simple goal.
