FWIW, there have been studies which point out that one of the major contributors to absent fathers in poorer households is the lack of living wage jobs for many of those men. Something I doubt Heritage would ever point out. I wouldn't disagree that we need living wage jobs--something omnipresent when I came of economic age in the early 60's. I don't know the Heritage Foundation's official position on this, but I would think it would be a favorable as they fafvor people being able to work--to my knowledge.
