That's the absence of political will. It's simply not going to happen. Between a Republican Party owned lock, stock, and barrel by either large business interests or small government types or both, they won't do it. They all prefer charter schools.

Far too many Dems are, thanks to the campaign finance structures now, far too heavily dependent on big money. So they are not going to favor serious proposals to address the failure to provide educational opportunity for the poor.

There is a price to pay for this down the road. Unfortunately.
