Oh, I don't disagree with that at all. It's a horrible precedent. But, I think the alternative is worse.

Obama should have manned up and said that he decided not to issue a military strike. Then he wouldn't have asked Congress to vote on an authorization. Thus no precedent.

He could have said that after considering the outcomes of a limited strike that he decided that it would only make matters worse. His problem is that he can't decide and has all his advisor telling him what to do.
He is an incredibly weak President.
