That is very true, and I've seen people specifically use that as an excuse for their behavior.

IMHO, 100% of welfare should be structured as a work program. We can provide assistance, but not assistance for no labor, unless the physical condition is that you can't in fact do any work at all. In which case you should be in a nursing home.

For the hell of it, I'd make it a requirement that those running the programs, including the top dogs at state and federal level as well, need to put in one day a month (or more) rubbing shoulders with their clients doing the same jobs.

There also needs to be very robust oversight. Everyone needs to know that if you are on assistance or if you work providing assistance, that some observing eye is constantly watching in order to keep the system healthy. If you don't like that, you are free to leave the system.
