It is my belief that once one gets beyond the political gamesmanship aspect of politics and the posturing that goes with it, that most policy issues that are going to be genuinely debated are going to won on the basis of who has mastered the minutiae surrounding the issue.

That's what Bill Clinton demonstrated IMHO--that he could talk about subparagraph (c) under Section IV of paragraph A of bill 1103 for eg. and why it mattered for the country--connecting the dots between the big picture and the little one.

Not saying I'm in Clinton's league, but just saying he who learns the minutiae can rule the political world in some cases. The devil, or salvation from the same, really is in the details--IMHO or course.
