Good question - the answer is no.

The FLASH EPROM cells are only written during testing and implementation of redundancy. Once implemented, the FLASH cells provide a logic-state for directing the addressing of the redundant rows or columns - so the FLASH cell is not used as a memory cell during normal device operation.
