It was disclosed that the IMF money for Korea was going to be prioritized to pay off foreign creditors owed money for imports. e.g. U.S. banks get paid off with U.S. IMF money for U.S. imports sold to korea. It seems like a cousin to the S&L bailout.
The valuations of this market exceed the heights of 1929. There was a New World Order in those days, too.
