The next 12 months should prove interesting for the new Nokia now that they will be cash rich. Any number of possibilities exist. The suggestion made by you sounds reasonable as does the alternative of divesting the NSN component, although, imo, not nearly as likely.

The new Nokia was adamant about hanging onto the HERE division that MSFT was lobbying for as well. One might see some serious cash earmarked for the growth this very interesting division in attempt to dominate the global mapping sector.

Many more IP endeavours can now be undertaken. (Wonder how the graphene project is progressing?)

My guess is that initially we'll see rapid evolution of the HERE division.

Just too early to be any more than highly speculative as to what transformation, if any, the new NOK will undergo.
