Hi longnshort; Re "Cruise missile attacks" being acts of war or not...

At one time there was an argument over whether or not blockades are "acts of war". A lawyer asked by the President told him that it was an act of war against a great power but was not an act of war against a small power. I wonder if something similar could be said about cruise missile attacks. And does the number of missiles count.

For that matter, is it an act of war to use intelligence assets to shoot an individual in another country?
