It would appear that even with these nominal rates, the very wealthy are continuing to amass the bulk of the countries wealth

Effectively removing it from circulation and adding to a sidelined horde of wealth that no human could possibly employ in any meaningful way

This is a problem with the application of the tax code that has been so thoroughly manipulated and customized to the benefit of the ultra-wealthy that the nominal rates are a joke

..much as many major corporations are able to avoid any taxation at all, regardless of profitability, thanks to myriad dodges in the code, and the willingness of bought legislators to write in specific loopholes for entities willing to pay for the service
