No, for the murders, rapists etc, they should also only get the sentence is it can be proven "beyond a reasonable doubt, that they committed serious specific crimes, for which the penalty is 20 years in prison or more".

In both cases its something of a deterrent, but you seem to want to apply serious penalties in a more indiscriminate manner. If you follow the stipulations of the above paragraph then you won't get many people serving time for wall street crimes. A lot of what they do isn't wrong, a lot that is wrong isn't a crime, a lot that is a crime doesn't come with penalties that large, a lot of cases where all those fall in to place the crime won't be known, when it is they criminal might not be known, and when he is it might not be proven.

Some people already do get serious sentences, but there isn't any good reason to think its reasonable to think such an outcome could be much more common.
