I agree with Sly somewhat. Things must have been going slower than planned for Nokia to abandon the potential upside of a D&S turnaround. In retrospect, we should have known Nokia would eventually punt when they revealed their internal goals, which we all knew to be totally unrealistic (double digit market share in 2013, minimum quarterly royalties of $250m).
