The yes vote has hardly changed since Sept. 4, while the no vote is now near or at a majority. Almost all the changes have been undecideds switching to no.

These numbers mean, there won't be a vote. Obama now has a way out, a possible victory (or at least a plausible way to claim victory), that doesn't involve Congressional approval for force. I find it implausible Assad will give up all his chemical weapons, but he might be smart enough to not use them again.
