Sure, there are times and places for a SWAT team. Every major metropolitan area should have one. But Homeland Security had equipped any police department that wanted it with a vast array of toys. Which are going to be used. Now I don't know of any cases where they have been used in a traffic stop, but they have been used in such "deadly" force cases like busting up poker games and serving arrest warrants. And when you have heavily armed and armored men on a hair trigger reactions, people are going to die for no good reason. And that is what is happening.
