It would seem to be in Zuckerman's interest to just pay the $17,700, its less than an additional 5k, and he avoids bad PR for it. And its not like it would be something that could cause a million other people to try to grab extra money from him, its not like he's going to run in to a lot of cars.

Nothing esp. unique about this situation except that its a billionaire who caused the accident. The story never would have gotten noticed if it was some more ordinary person.
