The only reason that you only see trades in the bid/ask spread is that you don't seem to look at other stocks most of wich routinely trade outside of the bid/ask spread after hours. The only reason that most of the afterhour Ligand action happens inside the bid/ask spread is that bid and ask normally don't move much with Ligand and therefore there is usually no reason to move outside.
In afterhours trading there are no market makers involved. If someone wants to sell he offers his shares at any price he chooses and if he finds a buyer then the trade gets executed.
