Local governments may make their decisions democratically, but your earlier statement was about the parent's choice. Democratically elected (or appointed by those who are democratically elected) or not, the choice here is the board's (or in some cases locally elected politicians not on a school board), not the parent's.

What would I do differently? I'd allow for the parents to have the choice. Open the system up to competition. There are all sorts of ways to do that, if you hate one method another may work just as well, but competition will help improve things more often than not.
