You seem to want to go back to the time before than when few people obtained an education and illiteracy was pervasive.
Illiteracy is pervasive today among graduates of inner city public schools, the very people you claim to care about. How is it harmful to encourage competition in education? How is giving parents a real choice undemocratic? Why should DC bureaucrats decide what is the best education for every child in a country as large and diverse as the US?

If liberals were consistent in their belief that public schools are the only ones that should receive taxpayer dollars, they would support denying federal dollars via the FASFA system to private colleges. After all, if parents can use taxpayer dollars to attend private colleges, aren't they destroying the amazing public colleges across the country and denying them much needed limited funds?
