In Louisana, the people and their elected politicians democratically created a voucher program. How is it democratic for the Federal govt to try to block it?

No, often it isn't their choice. Most strikingly in New Orleans, but many poor people, and even majorities of poor communities, want to be able to get their children out of the failing local school systems.
