A whole fleet of cars today might put out less of many types of pollutants than a single car from the 50s or 60s. The majority of scientists say its the right thing to do. A majority of scientists believe the earth is warming, and that human emitted CO2 is a factor. That isn't the same things as the global warming doom scenarios, let alone a belief in a specific course of action to deal with such a scenario. You don't get a majority behind a specific course of action. Also for such a course of action, scientists are just other people with opinions, not people reasonably considered authorities. To the extent there are on authorities on climate (which we have less understanding of that would be ideal if we were going to propose any major new policies), scientists focused on climate and climate related areas would be the authorities, but they aren't authorities on political considerations, economics, engineering etc. There are no people who are legitimately such broad authorities.
